Health Insurance Tax Credit Worksheet Costs and Coverage

Notes: Refundable tax credit of up to $400 a year for single coverage, $1,000 for family coverage for people with employer-sponsored insurance. Refundable tax credit of up to $1,000 a year for single coverage, $2,500 a year for family coverage for people without access to employer-sponsored insurance. Full credit available for single coverage for persons with annual incomes up to $20,000; partial credit up to $30,000. Full credit for family coverage available for families with incomes up to $40,000; partial credit up to $60,000.
Does not include any coverage impact or additional revenue from loss of personal exemption for children or adults.
*** Federal cost would be about the same if uninsured got coverage individually or via employers that began sponsoring coverage. The $850 average individual credit is approximately equal to $250 average credit for employer-sponsored coverage plus the revenue effect of exclusion of most health benefits from employee income at new ESI companies, based on: 30% marginal tax rate (15% income/15% payroll); per person total premium of $2,000; and 90% of premium nontaxed (employer share or cafeteria/flex spending plan). (Of course, it varies case by case, but on average it should be about the same.)
